Fourteen Ministries and Commissions Publish the Work Plan for the Recent Expansion of Domestic Demand and the Promotion of Consumption Requiring Strengthening the Issuance of Tourist Annual Passes and Universal Cards and the Tourism Publicity and Promotion

Recently, 14 ministries and commissions including the National Development and Reform Commission, Ministry of Education, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Housing and Urban-Rural Development, Ministry of Commerce, and Ministry of Culture and Tourism prepared and issued the Work Plan for the Recent Expansion of Domestic Demand and the Promotion of Consumption to implement the economic arrangements in the second half of the year laid out by the CPC Central Committee and the State Council, make more efforts to ensure stability on six fronts and maintain security in six areas, further expand domestic demand and particularly promote consumption effectively, guarantee the smooth supply-demand economic circle, and facilitate the formation of a robust domestic market. The Plan covers the matters concerning culture and tourism, including promoting the development of online museums, stimulating the sales of cultural and creative products, strengthening the issuance of tourist annual passes and universal cards, and the tourism publicity and promotion.

The Plan encourages all-level qualified cultural museums to launch online museums and hold exhibitions in a three-dimensional manner by means of 5G, VR, and other technologies. The income from the development of cultural and creative products can be used for daily expenditures, exhibit collection, and public services of the cultural museums as required.

In the Plan, famous metropolitan areas with abundant resources of scenic spots such as the Beijing-Tianjin-Hebei Region, the Yangtze River Delta, the Pearl River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area are encouraged to intensify the issuance of universal cards and prepaid annual passes for tourists and provide more cost-effective tour routes with beautiful attractions.

The Plan requires to strengthen the leading role of brands, well organize the online nationwide tourism publicity and promotion activity themed "Beautiful China in Four Seasons", work more closely with new media, boost the innovation in the promotion means of traditional tourism, and spur the diversified consumption in culture and tourism and the revitalization of the culture and tourism market. Ecological and rural tourist attractions with rich ecological and tourism resources and well-established homestay are centrally publicized on holidays to promote more trans-provincial trips. All regions are encouraged to enhance the cooperation with e-commerce platforms, open online stores and outlets, expand rural logistics sites, and promote the sales of featured products.

The Plan also proposes to actively support the recovery of the catering industry and encourages well-conditioned regions to reopen bars, cafes, eateries, and other stores and relax the restrictions on temporary roadside stands according to local conditions in the premise of normalized pandemic prevention and control and no impact on the daily life of nearby residents.
